| The
following bylaws will govern the organization and administration
of this league. While these bylaws and the accompanying game
rules will help to maintain the type of league desired, it will
be the cooperation and attitude of individual members which
will determine the success of the league.
1 LEAGUE CONCEPT
1.1 This league is a recreational league and is designed for
the participation and enjoyment of men and women.
1.2 Every effort will be made to structure
balanced male/female teams and to train, play and involve
all team members equally.
1.3 No award shall be given at the end
of the regular season. Participation is for fun, experience
and exercise only.
1.4 An optional tournament will be scheduled
at the end of the season. A perpetual trophy may be awarded
to the winner of the tournament.
2 LEAGUE COMMITTEE
2.1 The League Committee shall consist of at least one representative
and no more than two representatives from each team. Each
team will be entitled to one vote in all matters brought before
the League Committee. A Board of Directors will be elected
by the team representatives for a period of one year at a
time.
2.1.1 The Board shall consist of a President,
Vice President, Secretary, Treasurer, Past President, Referee
Coordinator and Field Coordinator.
2.1.1.1 The members of the Board may function
as team representatives and vote on all items before the League
Committee.
2.11.2 The Board is authorized to establish
an operating budget, set registration fees to cover operating
expenses, conduct continuing league business and commit funds
on behalf of the League Committee.
2.2 The League Committee has a final approval
of changes to the bylaws and game rules. A simple majority
vote is necessary in order to enact any revision.
2.3 A Disciplinary Committee will be established
to oversee player conduct.The Disciplinary Committee Chairman
will be the Referee Coordinator.
2.3.1 The Referee Coordinator shall review
complaints against individuals or teams and decide on any
appropriate action.
2.3.2 A Disciplinary Committee comprised
of 3 referees will be impaneled by the Disciplinary Committee
Chairman. The Disciplinary Committee will submit a written
statement of facts along with its decision to the Board.
2.3.2.1 The decision of the Disciplinary
Committee shall be final with the exception of expulsion from
the league. All decisions made by either the Board or the
Disciplinary Committee shall be upheld by all teams.
2.3.2.2 Expulsion from the league may
be appealed to the Board by 1) filing a written request for
appeal, indicating any pertinent facts which may assist the
Board in reaching a decision, and 2) paying a non-refundable
fee of fifty (50) dollars. The Board may uphold the original
ruling, lessen the ruling or dismiss it altogether. The Board's
decision must be submitted in writing within 30 days of the
hearing. Copies of the decision will be sent to the Disciplinary
Committee as well as the person requesting the appeal.
2.4 Team representative may change, but
new representatives should be aware of league policies and
rules. The outgoing team representative should notify the
League Secretary about any team representative changes.
3 RECRUITMENT AND
REGISTRATION
3.1 Teams will be formed by each individual coach and a roster
submitted to the Board by a specified due date.
3.2 All male players must be 30 years
of age or older; female players must be 25 years of age or
older.
3.3 Registration fees will be determined
by the Board based on anticipated operating expenses for the
year - - to include insurance, referee fees, equipment, fields,
maintenance and administrative costs incidental to league
operations. Fees are to be paid on a per team basis. Refunds
of registration fees will be determined by the Board on an
individual case basis.
3.4 Upon formation, each team must designate
at least one team representative to serve on the League Committee.
3.5 All of the league dues (100%) shall
be received by the League Treasurer by the first game of the
season. At this time, the coach should also submit a roster
to the Board. If the league dues have not been received by
the appropriate date, a $50 penalty will be assessed for each
date missed. Additionally, the offending team will be subject
to the no pay / no play rule. If the league dues have not
been received by the sixth game, the offending team will be
removed from the schedule.
3.5.1 Teams that have been removed from
the schedule can be reinstated for the following season by
doing the following: a) paying a any league dues owed for
the previous season; b) paying any late fee penalties and
c) prepaying 50% of the dues for the upcoming season.
3.6 All players will be required to obtain
a player pass before playing any games. The player will be
required to submit a current picture and a copy of a current
Driver's License to be used on the player pass. The coach
of each team will be responsible for verifying the authenticity
of the picture and driver's license.
3.6.1 Players who obtain player passes
using questionable credentials may be requested to have those
credentials reviewed by the Referee Coordinator. Those players
may also be penalized. Any player found to be under age during
the playing season will be expelled from the league and will
forfeit registration fees. The individual will not be allowed
to register again until they are two years older than the
minimum eligibility age.
3.6.2 All player passes will be checked
by the referee before play begins.
3.6.3 Coaches will be responsible for
collecting all player passes at the end of the season. Player
passes for inactive players will be given to the Board for
retention.
3.6 All players will be required to sign
waiver sheets at the beginning of each season. Copies of the
completed waiver sheets should be retained in a binder by
the coach of each team and preferably be available at each
game.
4 PLAYING FACILITIES
4.1 The first game home team will be responsible for marking
the field for play and picking up of the equipment from the
Field and Equipment Coordinator. The last game home team will
be responsible for the taking down the nets and flags and
delivering the equipment to the Field and Equipment Coordinator.
Home teams are responsible for furnishing the game ball.
4.1.1 One certified center referee and
if possible two certified linesmen will be provided for each
game.
4.1.2 Referees and linesmen will be paid
by the League Treasurer in a timely fashion.
4.1.3 Neutral "club" lines keepers,
one from each team will be used with a single center referee
in the absence of certified linesmen.
5 GAME RULES
5.1 Accompanying game rules are attached to these bylaws.
They may be changed only by a majority vote of the League
Committee.
